Biography
Bulbeck, described by the bishop of London in 1603 as an honest man and an officer of the duchy of Lancaster, was a servant of (Sir) Thomas Heneage, chancellor of the duchy at the time of Bulbeck’s return for the duchy borough of Preston. There are a few scattered references to his activities. In 1577 he was serving as clerk to William Trusser, clerk of the duchy council. Besides being bailiff of the manor of the Savoy, he held a lease of the bailiwick in November 1593. He was appointed executor under the will of his elder brother Francis, who was buried at the Savoy in 1585. Matthew Cecil, who was granted the wardship of the heir of a Mr. Percival of Somerset, complained in 1597 of having been ‘over-reached’ by Bulbeck, and asked Cecil to take action against him. Bulbeck evidently owned property in Somerset. He brought an action against William Webster and others about lands in Kingston Seymour which had belonged to his father, and which the defendants were alleged to have claimed under fraudulent leases.
It is not known when he died.
