Biography
Downing, who was returned by his cousin, Sir George Downing, voted with the Government on the chairman of the elections committee, 16 Dec. 1741. In the divisions on the Hanoverian troops he voted with them on 10 Dec. 1742, against them on 6 Dec. 1743 and 18 Jan. 1744, and was absent on 11 Apr. 1746, when he was classed as Old Whig. In 1747 he was not put up by his cousin, on whose death in 1749 he succeeded to his property and seat.
He died 6 Feb. 1764.
